10-year Asbo for Olympic Park fly-tipper who dumped tyres

A man who masterminded the dumping of hundreds of thousands of tyres was given a 10-year anti-social behaviour order today.

Newham council said Malcolm Regan dumped tyres in the borough, including behind Stratford magistrates' court and in a river by the Olympic Park.

Regan was not at the hearing at Stratford magistrates' court where district judge Peter Wain branded him a "serious fly-tipper" and granted the Asbo.

The council said Regan, 44, whose last known address was Chariot Close, Bow, used false permits to dispose of the tyres. Vehicles captured on CCTV were traced back to him.

The Asbo prevents Regan storing, transporting or exporting controlled waste, particularly tyres, without a valid permit, as well as employing others to do the same. He faces a £5,000 fine or five years' jail if he breaches the terms.
