'Tesco law' to increase legal help options

A SHAKE-UP of the British legal profession aimed at making it cheaper and easier to get advice is announced today.

The reforms, being announced by Lord Falconer, the Lord Chancellor, will end the centuries-old monopoly that qualified lawyers have on owning law firms.

The introduction of a so-called 'Tesco law' could allow outsiders such as supermarket chains or banks to offer the full range of legal services, bringing more choice and competition.

However, the proposals are certain to meet a hostile reception from much of the legal profession, particularly the Bar Council, which has argued that allowing outsiders to own law firms risks lowering standards.

The reforms could pave the way for 'branded' law firms taking their place on the High Street alongside Boots and WH Smith. It would also be possible for law firms to float on the stock market for the first time.

Lord Falconer was also expected to announce the creation of a panel of consumer groups and small business representatives - but not the legal bodies - to advise the Government.

Ministers hope to publish a White Paper by late summer with legislation to follow as soon as possible.
