Warden uses disabled bay while issuing tickets

A parking attendant left his car in a disabled bay as he stopped to fine school run parents for parking illegally.

Disabled driver Des Rock spotted the NCP warden's vehicle in the bay in Strathmore Road, Richmond, as he planned to use the bay to drop off his daughter at school in nearby Stanley Road.

He said: "Lots of people park illegally and with the bay blocked there was nowhere for me to park except illegally."

Mr Rock complained to Richmond council but officials were unrepentant.

A spokesman said attendants were permitted to park in disabled bays, or on double-yellow lines, in order to carry out "vital enforcement work".

"Our records show on that particular morning action was taken against the drivers of eight vehicles for illegal parking," he said. "The vehicle left the area soon after the photo was taken, leaving the space free. All the proper procedures were followed.

"We have received very positive feedback by schools and the public about its deployment."

But Barrie Segal of appealnow.com said: "On a moral basis it is totally unacceptable to take up a space that a disabled person may need."
