Billie-Jo family in law-change call

Relatives of murdered schoolgirl Billie-Jo Jenkins are seeking a change in the law so they can bring a civil action against her foster father Sion Jenkins, according to reports.

The 13-year-old's natural family considered bringing a civil case after Mr Jenkins was formally acquitted of her murder earlier this year. But they say that current rules stating that civil cases must be brought within six years are preventing them from pursuing the action.

Mr Jenkins, 49, of Lymington, Hampshire, has always denied killing Billie-Jo, whose battered body was found in a pool of blood at his family's home in Hastings, East Sussex, on February 15, 1997.

In 1998 he was convicted of murdering her and jailed for life but had a retrial last year after successfully appealing.

However, the jury failed to agree a verdict and a second retrial ended the same way earlier this year, allowing him to walk free.

Members of Billie-Jo's natural family, who live in east London, said they wanted a change in the law so they can bring a civil case to establish liability despite it now being nine years since her death.

Her aunt Maggie Coster told the BBC: "All we're interested in is getting some sort of justice for Billie-Jo.

"She was a 13-year-old child brutally murdered - battered - and there's nobody to answer for it."

The Government said last year that it was "looking at the possibility" of extending the time limit within which a victim can sue following a crime.

Its comments came after a victim of serial rapist Iorworth Hoare, who won £7 million on the lottery, was prevented from suing for the same reason.
