Bomb plotter Nezar Hindawi, who was jailed for 45 years over his bid to blow up an Israeli airliner, has had his application for early release referred back to the Parole Board.
The referral will raise Hindawi's hopes of getting out of prison in the near future, although he faces moves to deport him from the UK.
Hindawi was jailed in 1986 after planting a bomb in his pregnant fiancee's hand luggage for a flight from London Heathrow to Tel Aviv.
The 56-year-old Jordanian's release date, without parole, falls in May 2016.
Recently the High Court in London declared the parole decision-making process in his case "unfair and legally flawed".
Lord Justice Thomas and Mrs Justice Nicola Davies quashed refusals by Justice Secretary Ken Clarke and his predecessor Jack Straw to accept Parole Board recommendations that Hindawi should be released and deported.
On Tuesday the judges ordered that Hindawi's case should now be referred back to the Parole Board and that its new decision should be "binding on the Secretary of State".
The Ministry of Justice has already indicated that, if released from prison, Hindawi will be automatically subject to immigration detention and the UK Border agency will begin proceedings to remove him.
A spokesman for the Ministry of Justice (MoJ) said: "The High Court has ordered that Mr Hindawi's case be referred to the Parole Board for review. The MoJ will make this referral immediately.
"The Parole Board's decision in this review will be binding on the Secretary of State. Parole Board panels do not direct the release of any prisoner until they are satisfied that they present an acceptable risk to the public."
