A man arrested at gunpoint in connection with an explosion at a city centre restaurant will not face terrorism charges, police said.
The man, who has not been identified, was arrested by armed police in Plymouth city centre on May 23, the day after an explosion in a restaurant in Exeter.
A police spokesman said he will face charges "of a criminal nature" but would not clarify what those charges are.
The man is expected to appear at Plymouth Magistrates' Court.
The spokesman said: "The man arrested on May 23 is no longer being detained under the provisions of terrorism legislation.
"He is still in custody and facing charges of a criminal nature and will appear before magistrates on Friday. The location is likely to be Plymouth."
Muslim convert Nicky Reilly has already appeared in court accused of attempting to detonate a suicide bomb.
The 22-year-old, who appeared at City of Westminster Magistrates' Court in London under the name Mohamed Abdulaziz Rashid Saeed-Alim, suffered serious eye and face injuries in the blast at the Giraffe restaurant in Exeter on May 22.
He was remanded in custody until June 20.
Reilly, of King Street, Plymouth, is charged with three offences including one of engaging in conduct in preparation for committing acts of terrorism.
