Police hailed their operation at the V Festival a success as the two-day event neared its conclusion.
It is estimated 155,000 attended the festival, which is celebrating its 15th year, across its two sites over the weekend.
Festival-goers flocked to Hylands Park in Chelmsford, Essex, and Weston Park in Staffordshire to see bands including Kings of Leon, Florence and the Machine, Faithless and Ellie Goulding.
The festival had something of an eclectic line-up, with pop singer Peter Andre treating fans to a Michael Jackson medley during his set.
Staffordshire Police said the festival had passed without incident, and although overall crime was down from last year, the number of arrests had risen because of their "pro-active approach".
A total of 59 arrests for offences including drug supply, theft and the possession of an offensive weapon had taken place by this lunchtime, but police said they were all "low-level crime".
Sergeant Calum Forsyth said: "These people who have been arrested are very much in the minority. The fact the numbers are small means the message is getting across through positive policing."
At the Essex site, a man was charged with possession of class C drugs with intent to supply, and the supply of class C drugs. Scott Gater, 22, is due to appear at Chelmsford Magistrates' Court.
Meanwhile, several acts paid tribute to Charles Haddon, lead singer of Ou Est Le Swimming Pool, who is believed to have taken his own life at a music festival in Belgium on Friday night. La Roux singer Elly Jackson dedicated her set to Haddon, as Ou Est Le Swimming Pool supported her band on tour last year.
Virgin boss Sir Richard Branson was among those enjoying the music at Hylands Park. He said of the event, officially known as the Virgin Media V Festival: "It's been a tremendous 15 years."
