Pupils to be examined on diversity

12 April 2012

Teenagers are to sit new test questions covering the "diversity" of British society as part of their school exams.

The entire education system needs to focus on the issue of "diversity", with questions in GCSE and A-level papers, Sir Keith Ajegbo's Government review recommended.

In the wake of the London bombings, all children should grow up knowing how immigration and the history of the Empire have shaped modern Britain, he said.

Ministers commissioned Sir Keith, a former headteacher, to review the way citizenship is taught in schools, and the teaching of ethnic, religious and cultural diversity.

He warned that most secondary schools in England were neglecting to nurture pupils' sense of British identity and understanding of the UK's diverse society.

Sir Keith said: "We passionately believe that it is the duty of all schools to address issues of 'how we live together' and 'dealing with difference', however difficult or controversial they may seem.

"It is important they consider issues that have shaped UK society today and understand them through the lens of history."

The report recommended adding a new central theme covering "identity and diversity" to citizenship classes, which have been compulsory since 2002.

Pupils should be encouraged to discuss potentially difficult topics such as immigration, the legacy of the British Empire, the Commonwealth and the European Union, he said. And GCSE and A-level exam papers in a range of subjects should include questions covering the issue of diversity.

The report said: "If education for diversity is to have an impact nationally, the whole education system needs to be geared up to see education for diversity as crucial to how we live together. We believe there is a moral imperative for diversity and citizenship education to be inherent in the ethos and intrinsic to the curriculum of every school."
