As Standard Sport first reported on Thursday the Cottagers are keen to recruit the Spanish shot-stopper in a deal that would free Besiktas to pursue Arsenal’s third-choice goalkeeper David Ospina.
“As you know the Premier League is a major league and one I am interested in joining,” Fabri told reporters.
“Negotiations between the two clubs are ongoing but there is a verbal agreement with Fulham. I want to thank Besiktas for my time here.”
Fabri, expected to cost Fulham around £5million, has spent the past two seasons in the Turkish Super Lig and kept 12 clean sheets in 34 league games last term.
The 30-year-old Fabri would be the third major signing in an ambitious summer for the newly-promoted Fulham, who signed Jean-Michael Seri and Maxime Le Marchand from Nice and are expected to acquire Aleksandar Mitrovic from Newcastle for £20m.
His replacement could well be Ospina, long linked with Besiktas and free to leave Arsenal this summer.
“If Fabri leaves we are going to have to sign someone else with the money,” Besiktas president Fikret Orman said.
“But if we receive a good offer and he wants to leave well there is nothing I can do.”
