Hackett: offside is a mess

Referees' boss Keith Hackett today admitted that the new interpretation of the offside law has caused great confusion among players, managers and supporters.

He said there was 'no doubt' that the guidelines, which were announced by FIFA in October, have also increased the pressure on referees and linesmen.

Hackett, who replaced Philip Don as the Premiership referees' manager last October, told Standard Sport: 'If FIFA decides there needs to be a tweak, it causes problems and confusion for everyone because it needs to be put in practice.

'I'm a traditionalist. I would like changes in the laws to be kept to a minimum. I would also like changes in interpretations to be introduced before the beginning of the season so we all have time to discuss it properly. There's no doubt it has increased the pressure on the assistant referee.

'The game is played at such a pace in this country that he has to take a snapshot and make an immediate judgement. It shows that the task of officiating is not an easy one.'

The law still states that a player in an offside position is only penalised if interfering with play or an opponent, or gaining an advantage by being in that position - but FIFA have issued new guidelines as to what constitutes interference and advantage.

'The most important thing is that we have an informed public,' said Hackett. 'I sent a letter to all clubs in November. It takes some time for these things to filter through.'
